Duties Description Reporting directly to the Chief of Medical Services, the Dentist 3 will provide supervision of dentists statewide. Duties include, but not limited to:

Perform a full range of professional dental tasks in connection with the diagnosis and treatment of dental diseases, injuries and malfunctions of teeth and gums as prescribed by agency policy and procedures.
Examination of patient's teeth and surrounding oral structures utilizing x-rays, mouth mirrors and other diagnostic procedures and instruments to determine pathological or irregular conditions.
Perform restoration of simple and compound cavities with such materials as cement and amalgam,
Administer local anesthetics via hypodermic syringes.
Administer inhalation of anesthetics such as nitrous oxide.
Perform oral surgery commensurate with professional qualifications. Performs single and multiple extractions of teeth.
Clean teeth by scaling calculus. Treats teeth, mouth and gum infections with appropriate drugs or by surgery.
Maintain records of dental treatments within OPWDD's Electronic Health Record.
Determine the need for dental and prosthetic appliances by studying patients to determine restoration needed. Take mouth impressions and bite registrations for crowns, jackets, dentures, bridges, etc.
Support the Bureau of Clinical Services in establishing statewide policies and procedures that ensure the delivery of high-quality dental services, regulatory compliance, and high-quality outcomes for individuals in receipt of such services.
Develop Memorandums of Understanding and/or agreements with area hospitals and/or ambulatory surgical centers that will allow OPWDD the ability to provide a more complex level of dental care to individuals in need of this.
Support the recruitment of dental staff bringing talent, well-developed skills sets and passion for helping others, and building high performing teams with the right compliment of personnel and skills to meet the needs of dental service recipients served by OPWDD State Operations.
Work towards obtaining and maintaining academic affiliation agreements with dental schools throughout the state and ensure all student requirements are being met.
Lead subject matter expert for the implementation of a statewide Dental Software Application solution and will assist with contract development in this area.
Strategize operations to achieve optimal outcomes through a focus on appropriate treatment, clinical quality assurance and service utilization.
Implement performance improvement measures and processes, evaluate program progress towards achieving established goals and objectives and recommend modifications to dental services in consultation with clinical staff.
Support the use of the Electronic Health Record to ensure appropriate recording and documentation of dental services and support for billing of dental services.
Development and maintenance of technical guidance and training to ensure consistency of operations across the state.
Develops and leads a dental Community of Practice of the dental staff under the direction of the Director of the Bureau of State Operations Clinical Services.
Coordinate meetings with dental staff to discuss statewide policy and practices and provide training as needed or requested.
Surveys programs throughout the state to identify best practices in the provision of dental services and shares these practices for implementation.
Represent the dental discipline within the agency and may serve as a representative among other agencies and collaborate with other state leaders in meetings. As needed or requested, may participate on behalf of OPWDD State Operations on workgroups and/or committees that relate to the provision of dental services.
Meet with the DDSOOs to identify issues and concerns related to the provision of medical services, to explore solutions, to identify and implement work plans to achieve solutions, and to formalize working relationships. This may be related to specific cases or more broad issues and concerns.
Contributes to the creation or coordination of professional development opportunities and programs.
Provide technical assistance and advice to Central Office and OPWDD State Operations field staff about clinical policy and standards, interpretation and implementation.
Meet with or arranges for meetings with individuals, families, and State Operations staff to discuss specific issues for improving the quality of dental care provided to individuals.
Oversight of the maintenance of the OPWDD Hub website dental information.
Make recommendations regarding new or replacement equipment. Monitor staffing levels in facility dental departments and advocate for additional fills.
Conduct annual on-site visits to dental clinics and submit written reports.
Conduct peer reviews of Article 16 Clinic Dentists and/or contract dentists.

Minimum Qualifications Candidate must have 4 years of full-time post-licensure dentistry experience, one (1) year of which must have been in a supervisory capacity in a dental health care setting.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

Please note that the salary for this title reflects the increased hiring salary and geographic pay differential. Posted salary includes the sum of the statutory hiring rate for PS&T Grade 34 ($153,517), Increased Hiring Salary ($31,379) and Geographic Pay Differential ($35,000).

If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
